Well, I got that part working like I want it to. It's too bad it won't
work for anyone else.

Looks like if Matt went about it the *right* way, he probably put a lot
more work into it than I did. However, if you're going to *only* post in
UTF-8 from your system, this will work.

JamNNTPd is hard coded to use the level 2 parameter, no matter what. I
found this in nntpserv.c on line 2748. I simply changed the 2 to a 4
there and it works for me. But, I'm guessing if you were to post with
CP437 or IBMPC you would end up with the level 4 parameter also, which
would be incorrect obviously. I don't plan on using those, so while I
may be okay, I would rather have a better solution at some point. :)
