Works great for me, so don't give up.
It sounds like you might have used the PIF editor in the Main geoup,
but that won't put an icon into any program manager groups.  You have
to do that as a separate step.  If you used Set Up Apps, I can't
explain why it didn't work, but you can set it up manually anyway.
In the Program Manager, open the File menu, then click on New....
Choose the Program Item radio button.  When the Properties box opens,
fill in the path and name of the PIF file.  My setup is as follows.
Description:   QmodemPro
Command line:  C:\QMPRO\QMPRO.PIF
Working dir:   C:\QMPRO
Shortcut key:  None
My QMPRO.PIF looks like this:
Program filename:  QMPRO.EXE
Window Title:      QmodemPro
Optional Parms:    
Startup Directory: C:\QMPRO
Video Memory:      high graphics
Mem Reqs:          400/640
EMS:               0/2048
XMS:               0/2048
Display usage:     full screen
Execution:         background checked, exclusive unchecked
Close on exit:     checked
