I think it sounds like a good home IF the disease risk isn't very high --
I would also call Dr. Ritchie first to try to get a realistic idea of 
what the risk actually is.......if the risk is relatively low I'd probably
let her have the bird -- sounds like she provides a caring home and would
do her best which is better than what a lot of people end up doing.  I
think the real question is just how much disease risk is there...
