A frame has no affect on the scaling and size of a picture.  If the picture 
is of the right format for resizing, it can be resized without being in a 
frame.  A frame IS required to freely position the picture however.
A frame has no affect on the scaling of an OLE embedded excel file, which is 
what I believe he was referencing. OLE embedding between Word 6 and Excel 5 
was really flaky. MS barely got it straight under Windows 95 and I hear that 
office 97 is finally achieving the vision intended for OLE.
