yes, we are in the same time zone...

it isn't the time or your time zone settings that is the problem... it is the
TZUTC control line not depicting the proper offset from UTC for the selected
time zone... the value contained by TZUTC will change twice a year for those in
areas that recognize and use daylight saving time... there may be a setting
which controls whether or not the system recognizes DST or not... the software
may recognize automatically that DST is recognized based on the selected time
zone... whatever the situation, it is currently off by an hour and should be
reading -0400...

on my main system, i worked out a way to automatically adjust the TZUTC on the
DOS side but i cannot implement the same method on the OS/2 side... so far,
each year, i've had to edit the config.sys to adjust the TZUTC setting on the
OS/2 side and then reboot the machine twice a year... my clocks change
automatically but not the TZUTC setting on the OS/2 side of the fence...
