While in the "window" size, try the Alt-Spacebar to drop down the Menu. 
Select Settings, then Exclusive & Full Screen, in that order. 
If Exclusive is alreaady checked, just select Full Screen. 

I don't know if XP has it, but check under the Fonts part of the Menu. 
There is a box to check for "Save Settings On Exit."

The next time you start BlueWave, you should be able to do an 
Alt-Spacebar, then Alt-Enter, and end up back at "Exclusive" 
Full-Screen, rather then 640x480 on the XP screen.
