Sure, it would be easy to make Nibbles (and the other games that came
with Qbasic) *much* shorter by combining functions and using complicated
formulas.
However, since these programs were intended to introduce new programmers
to the Basic language, and to show how the different functions work, the
logic in the programs had to be easy enough to follow.
Therefore, lots of small functions, separating lines, and comments.
