That will run on Raspbian (using the Mono package) and doesn't need Ubuntu.
However the other package that you use (was it a CCTV package) may need
Ubuntu, hence your need to get Ubuntu working on the Pi 4.
I used to use the older version of Cumulus on my Windows PC and it suffered
from being able to read the very recent readings from the data-logger on my
Davis weather station if Cumulus was stopped and then restarted for some
reason (eg power cut). As long as the PC rebooted within the 10-minute
window of time between one logged reading and the next, I was fine. If the
delay was longer, I'd get some historical readings but often the most recent
ones would be missing and I'd have to hand-edit the log file so there
weren't gaps.
Cumulus MX on the Pi seems to be virtually bulletproof in this respect -
it's very rare to get missing readings. I do occasionally get readings that
jump back in time half an hour or so, but that's because the real-time clock
in the Pi is a bit hit-and-miss following a reboot, until the clock has had
chance to resync with a master time source (NTP) on the web. I've got wise
to that: after any power cut, I always check the clock and set it manually
with the "date" command if it's wrong, so it's much closer to the correct
time until a proper NTP resync can occur. It's only really a problem if the
router takes a long time to connect and isn't ready and waiting for when the
Pi calls for a time sync.
If you need to port the log files from one computer to another, it's as
simple as copying the contents of the ~/CumulusMX/data directory from one
computer to another, preferably with Cumulus not running.
