just pointed out that the one in use from janis' system isn't right for her
system's location... i'm pretty sure it isn't the only one, either...
especially on those systems where it is a manual thing to be adjusted...

i don't know how her BBBS implements it... she might have done it herself with
some additional scripting if BBBS doesn't do it out of the box... it may also
be that kim heino went with the TZUTC environment variable instead of some
automatic calculation...

ahhh... so they are doing the same as my tools and determining it from the TZ
variable... in my case, i made it easier by also creating DSTSTART and DSTSTOP
so that i don't have to try to parse the TZ variable... especially since my
chosen language(s) don't do that C tm_rec thing... even moreso since i
replicated C's tm_rec stuff in one of my chosen languages... that was all way
back in at least 1995... it took a while due to real time long term testing to
try to ensure that everything was working properly ;)
