Above you can see that there is no common setup. The package systems of linux are for handling the things you want to use on your system. Sooner or later you will not like the default settings and want to do it your own way. Then you do not have *a* linux system, you have *your* linux system. And it is difficult to handle your system with a common script file. That is the reason why you need to check all keywords in the config files, not everybody uses /usr as default path. Some can't use it because /usr is on a read-only medium and /usr/local is read-writable (*). A script writer do not know that and can't handle all possibilites. The ncurses-dev is a good example, a user of the default setup - the build-in software of the distribtion - does not need that -dev package. You need it because you want more than the default. (*) If you want to learn more about the background and your linux system read the fhs - file hierarchical standard. Very dry stuff, but i found it useful.
