you have to remember that the screen size in windows is graphical
dimensions not textual... you can also drag the frame borders to resize the
window, IIRC...

another thing to remember is that the different graphical dimensions are
relational... think of hovering in a helicopter over your house at 50
feet... all you can see is the house... that would be like 640x480... now,
increase your altitude to 500 feet and you can see the house, the yard and
some of the neighbors'... that would be like 800x600... increase your
altitude again to 1000 feet and now you can see the entire neighborhood...
that would be like 1024x768...

you'll note that thru each of these altitude changes, the physical sizes of
the buildings never changed but they appeared smaller... same effect on the
icons and windows as you increase the graphical dimensions ;)
