I got it from Mircoway for $380. It's more than Grey Matter are asking, but
I was sick of the run-around I got from GMC, and I managed to convince MW
that the $490 they were asking for was rediculous.

DOS4GW is copyrighted but it can be distributed freely as long as it's only
distributed as part of my application.

It definately controls the amount of extended memory since that's what I
used to get my program running. Presumably it also controls the amount of
expanded memory as well.
