subject: Html questions.

I write all my Html documents by hand. Currently I'm using the Unordered 
List tag () to indent my text beyond my edge graphic. While working 
on a client's machine I had to pop over to my website to find a file and 
I saw that his Internet Explorer either wasn't picking up the  tags 
or wasn't picking them up to the same degree as on every other computer 
system on which I've worked. His machine and his Windows 95 are brand 
new and he's using an Ati 3D Rage (or Rage II).
Any suggestions as to why this is happening? It's important to me that 
every browser be able to read my pages, but if this is just a problem 
with IE then I can't say that I'm going to lose any sleep over it.
Better yet, is there a better way of indenting text consistently? (I 
don't really like using , but it seems to be the most consistent 
method by far.)
And another thing, are there >any< operating systems out there at all 
that do not have browsers that support Html v3.0 or higher? I'm trying 
to write for the lowest common denominator here, but I don't want a hum-
drum site any more than the next guy. I'm finding it difficult to do 
some things in Html v2.0. My biggest problem is probably colour changes. 
Is there a way of changing text colour in the middle of the document 
without using the  tag?
