Pheromones are essentially chemicals designed to trigger chemical reactions=
 within the
brain of the person receiving them, and those chemical reactions then produ= ce the
desired effect on the person, either sexual simulation or loosening inhabit= ions or
making the person suggestible.  The Progenitors seeded planets in such a wa= y that
humanoid life would evolve if life itself evolved on those planets (and
the= y also made sure
there was a system present to continuously guide this evolution).  Since
th= e Ksassans
believe that they are the direct descendants to the Progenitors, they also
= believe that
the Progenitors might have made sure the humanoids created by them and guid= ed by
their on-going entity (okay, it's the Preservers) would in some basic way,
= in terms of
bio-chemistry, respond to them.  The pheromones appear to be that method.  = This, of
course, is speculation, but is believed by the Ksassans.  Although the
basi= s of life
in terms of genes might be different, how humanoid life responds to various=
 chemicals
is standard.  To all humans, oxgyen is necessary, and water is necessary.  = To all
humans, they can process sugar and derive energy from it.  A nerve gas that=
 can kill
humans, like sarin, can kill any humanoid.  On the other hand, entities
tha= t need to
interact with the DNA, like viruses, are, for the most part
species-specifi= c and so are
limited to one race (although some viruses can infect more than one race, b= ut when
infecting somebody of a different species, their effect and efficiency
migh= t diminish).  In
short, chemical reactions are a lot less species-specific.  The pheromones = are not
perfect, as they can affect some but not all humanoid species:

Ksassans-generally induce a state of sexual arousal. humans-made them prone
to being influenced, and in prolonged exposure could=
 produce
effects similar to brainwashing.
Vulcans-can induce pon farr and other emotional reactions, but most Vulcans=
 and resist
the effects.
Odonans-no apparent response because of the Odonans generally asexual natur= e means
that chemical triggers for sexual arousal are not there (in short, Odonans
= don't have
pheromones), prolonged exposure may induce paranoia. Andorians-has a strong
seditive effect, also makes them suggestible. Kentyans-mild sexual arousal
Klingons-makes them extremely belligerent and more prone to violence.
Betazoids-makes them suggestible and severely curbs their telepathic
abilit= ies
Trill-can sever the mental link between symbiont and host in joined Trills
Korpeians-prolonged exposure causes a chemical reaction in the brain that
c= auses the body to
overheat, and this is fatal in prolonged exposure. Because human species
are "wired" in different ways, the pheromones have di= fferent
effects,
but that they show effects at all in many different spieces is taken as
pro= of by the Ksassans
that they are descendants of the Progenitor race.

The Ksassans do not believe that they are genetically enhanced or modified.=
  That does not preclude
that they are.  Part of the Ksassan belief system is that in ancient times,=
 another sentient species
lived on their planet, although there is no archaeological proof of this. 
= Perhaps this is related to the
possibility of the Ksassans being genetically enhanced, but there is no
pro= of of this.

Actua= lly, when I came up
with them, they were not, but I would not rule out learning that they are
i= f the story or the arc
demands it, but I doubt it]

As for the evolutionary need for powerful pheromones, I have not considered=
 that angle.  One
possibility is that on Cas, two humanoid species that were similar but not
= genetically compatible
might have appeared simultaneously, and they could have evolved as similar
= in appearance and
even adopted similar cultural practices like language.  The pheromones then=
 could have emerged
as a means that individuals could distinguish one species from the other
fo= r the purpose of mating.
In time, one species might have become dominant, and might have developed
t= he ability to have
the other species respond to its pheromones, making them mate uselessly
wit= h them and in time
be eliminated (an interesting idea, but I'm not sure it applies to the
Ksas= sans, but I kind of like it.
I like inventing stuff like this).
