A lot of fidonet software can use that out of the box. Setting the header time
to utc, won't be understood by any current software.

Fidonet has a different standard than the internet standard you are qouting
here. Ignoring that and stubbornly trying to apply that on fidonet, makes you a
Don Quichotte!
