I think you are a little off on this.
About a month ago now, there was a woman in Montana, I
believe, who's car slid off the road in a blizzard, and
quickly became covered with snow. Her only contact was via
her cell phone. It took them 48 hours to find her, and by
then her cell phone battery was dead, as was her car's
battery.
Now if what you said was true, she should have been found
long before that. In fact, I heard the news reporter say
that the government is considering requiring cell phone
companies to develop such systems, for emergencies.
Maybe where you live, it's required, or your cell phone
company spent the extra money on it's own.
