A very good assessment of the situation.  Anyhow legitimate utc offsets for
locations east of Prime Meridian, such as yourself, are prefixed with a +
character and may or may not contain : characters to indicate hours and minutes
(sometimes seconds but usually not).  Anything else is totally meaningless
drivel.
