Understood.  If indeed all the dates were utc then that would be the best all
things considered.  Also knowing that they are indeed utc makes conversion to
whatever timezone the user is comfortable with (display purposes).  Offhand I
believe that to be the ideal situation as well as within our reach if we chose
to make it so.

Exactly.  However if indeed most, if indeed not all, Fidonet nodes adhered to
proper networking practices by issuing utc based timedate stamps then that
would go a long way to resolving your dilemma.

Not impossible.  Many networks have relied on proper utc timestamps for decades
now with great success.  Unfortunetly Fidonet has never been one of those ...
but it could be given suitable cooperation amongst those that really matter. 
This isn't rocket science.
