It is the BBS reader's fault.  When they pass it on the original header is the
same as I sent it so it is only when displayed on the BBS where the fault lies.

As it should be.  I am content to wait and see what Wilfred sees in his raw pkt
before jumping to any conclusions.  My best guess is that it is a BBS failure
but it wouldn't surprise me if there is a rogue node amongst us.  I've seen
some other oddball stuff over the years, some of which I sheepishly have to
admit was my fault.  I've corrected some of my faults over the years.

It doesn't matter since I already checked by putting one in for PST8PDT which
doesn't suffer from the European FTN corruption.  They still get it wrong. 
However my added one between the -={ and }=- characters comes through unscathed
including any utf-8 characters when and where applicable.   Again more evidence
of it's superiority.

Excatly why it should be dropped.  utc offsets do have standards and dropping
characters is strictly forbidden.  If the FTSC wished to create their own
standard for such a thing then they should have done so rather than to rip off
an existing standard and totally corrupt it.  Someone really needs to be
hanging their head in total shame over this, especially those who defend it
knowing that it is TOTALLY WRONG.  You *should* know better than this.

I would if indeed I were wrong and it could be proven so.  So far I only see
evidence that demonstrates total incompetence or worse from those who defend
the obvious corrutption of utc offsets.
