It's under Win 3.1, and Juno does find the modem.  
The modem apepars to be a Best Data Products 1496, and Juno provides a 
listing of that one.  It doesn'twork, but then neither have any of the
others in the list (he's now tried them all).

We haven't played with the init strings.
I'll ask if he's used ATZ as a test.
