They specify my local time accurately (but I can't deduce your local time from
it). But since they are not a standard, and even differ between messages you
write, they can't be used by software to sort messages in an area in their
propper chronological order. Using the TZUTC kludge in combination with the
(fido) timestamp of the message would be able to do that.
