Umm, "free with restrictions" is an oxymoron - a bit like a Curate's egg.
I'd describe GPL software as borrowable. You're welcome to use it but it
still has an owner who tells you what you can and can't do with it. Truly
free software is released into the public domain and anyone can use it
however they want.
I'm not saying the GPL is a bad thing, but software released under it is not free.
