FORMAT /ALSO/ rewrites the bootsector on the logical volume. Try it and see. 
It will not rewrite the MBR on a hard disk, but it will rewrite the logical 
bootsector on a partition or diskette.

Also, if you look above, you will see that the original post mentioned PC 
Exchange, not SoftWindows. PC Exchange is the extension to MacOS (shipped 
with System 7.5 and onwards) which allows the Mac to mount and read DOS 
floppies like ordinary MacOS volumes. It does not provide any facility 
whatsoever to emulate x86 code or the PC environment.
