I can think of at least three reasons.
1. It is the normal response of a losing side - "Wait until next time".
Next time never comes.
2. It is the response of the "true believers" on the other side.You cannot
reason with "true believers"; they operate on faith, not reason.
There is a thin line that separates "true believer" from
"lunatic fringe" in almost any movement.
3. I understand the NRA spent approximately $2 Million to combat
I-676. If the opposition can qualify measures again and again
causing the NRA and other groups to expend their resources to
combat them, they will eventually deplete our resources. Then they
can move on to their true objective in another area and meet
little resistance - political guerrilla warfare. Remember it does not
cost anywhere near $2 Million to qualify a measure, although the
costs are not negligible.
Hopefully reason 1 is the real reason for the quote.
