That's normal, when IPv6 "subnet" (/64 block) is considered belonging to a

Simply changing the IP addresses looks like an attempt to circumvent
blacklisting.

No: I say that spammmers may (and widely do) register domains and set up DKIM
exactly the same way as honest users do - so, while DKIM allows to validate the
source, it's useless for distinguishing spammers from honest users.
