Thanks for the input from your end.  Technically, according to the postmaster 
at one of the post offices here,“ the purchase rate for an IRC in the United 
States is ninety cents American.  When you use an IRC for postage on an 
international letter, it is only worth fifty cents for the first ounce of 
first class postage.  It is also the custom of the post office to stamp the 
IRC with their circular seal after it has been redeemed for postage.  Happy
