We don't drill to semi-aim, we drill to hit the target. A loose round can do
some serious damage to a bystander. Profile, target, double tap, move,
profile, target, double tap, move, until you're back under cover.
Now the average citizen wouldn't have to play by those rules.

Not being a firearms expert, I'm not up on the pre/post ban stuff, but I know
there's a lot of 15 round magazines at gun shows that were produced pre ban.
They (dealers) are selling them with the BATF in the same building so I'd
guess
you can still buy them. Using them is another matter.
