This is absolutely right.  This is one of the clear definitions of
harassment now used.

Spot on.  Some women in this group will sneer, "That wasn't
harassment!!!"  But the objective reality of it matters less than how
YOU took it.

The laws are worded without regard to gender, because even the
feminazis knew they could never ram it through if it define harassment
as man-to-woman.  Ergo, they must, by law, investigate the matter.
Even if the two bimbos figure out that you lodged the complaint, they
can't retaliate, because that's also against the law.

If the HR person doesn't pursue the matter, or if they don't protect
your identity, or if you get fired for complaining, you have grounds
for a lawsuit against the company.  Knowing this, and knowing that you
know this, your company won't just brush you off.
