I believe the problem stems from your use of the register memory command.
If you setup the
system NOT to register memory automatically, you will have problems mounting
large volumes and/or
volumes with a large number of blocks.
You SHOULD be able to let the server register memory automatically (leave
auto register memory above
16 meg to ON in startup.ncf). Although the command indicates it's for EISA
machines, most PCI
machines will correctly report memory to NetWare (unless the BIOS is not set
to see the RAM).
If you manually register memory, there is a convoluted process of running an
autoexec.ncf file from the
DOS partition to make sure the memory is registered prior to mounting the
server volumes. There is
a tech bulletin that outlines these steps at http://support.novell.com in
the knowledgebase.
