Most likely due to that you CAN'T unzip ARJ archives. Use ARJ (NOT PKZip or 
some other clone) to unpack it, like this:
ARJ x archive.arj

I guess it's a self-extracting archive. In a such case you don't have to 
bother that much. Just run it.
