  Here in Germany, you pay DEM 3,00 for 1 IRC. If you want to use an IRC
  to  send  a  letter, you have to go to the post office WITH THE LETTER
  and  WITH  THE  IRC  and  then  you get a "Port paied" stamp onto your
  letter  or  postcard  in  the  maximum  value  of an standard air-mail
  (priority). So an IRC ist worth between DEM 0.80 and DEM 3.00.
  It is no longer possible, to change IRC into money or paper stamps.
  This is a new rule here, since sept.1996
