If you use the same process but Insert the Numbering in a Header of Footer 
you should get the desired result.
When you are in the header or footer make sure the "SAME AS PREVIOUS" icon on 
the Header/Footer toolbar is turned off.
The same as previous refers to sections and in your case you only want 
numbering from section two onwards.
