Well, I've bought them at local bars in flats of 2 dozen or 1.5 dozen.  Sold 
this way, they are 1/2 the price of the stores which makes for a good profit 
all around.  PS:  The 'bars' were private clubs like American Legion etc.  
Rules may be different for a regular public place.
