Rod, Those (few) exchange groups that have any remote connection to
geographic regions in this area are broken up into blocks of 1000 or 100.

All of the 076 30x stuff is like that, And the 076 38x also seems to be.
The other stuff is all over the place, with no simple way of telling what
part of Toowoomba a particular number is in (with the exception of 35xxxx
which is all S/SE side of town).
