Actually it is Norwegian. According to Wikiquote it translates to "Learn to
walk before you can run." Note the 'før' in the quote which should be a clue
to it's origin as I think only the Danes and Norse use the 'ø' character.

Yes. I believe the saying had enough variation to confirm the BBS's deployment
of LATIN1 (aka ISO-8859-1) despite it's abandonware kludge that claims LATIN-1
which is known to be a falsehood not unlike the high ascii claim of the
cripplewared IBMPC types. ;-)
