I don't know if any specific utilities exist for this, although I
suspect they do. However, if you are running APC's PowerChute Plus on
your UPS (you do HAVE a UPS, don't you..?!) then this software has the
facility to shut down the server on a timed basis.

Purely out of interest, why would anyone actually want to do this?
