   The way it was explained to me, the dummies were never part of Project 
Mogul. They were dropped some years later, and it is thought that some people 
got the two events confused in later years. After all, the bodies only became
part of the Roswell story decades afterwards. (And so too did the alleged 
witnesses get their dates wrong, but you seem to believe them.)
   The government is actually being quite nice to try and find a possible 
explanation, no matter how stupid, rather than just assume that the people 
who claim to have seen bodies were just lying.
