Just a thought here, Robert. Is Justin really showing a contempt for
Constitutional authority? I'm not sure, but it could be a way to force
Congress to act w/o endless committees and commissions that spend money and
accomplish nothing useful. If (the proposed action) is the right thing to
do, that kind of circumvention doesn't sound so bad.
