You see, those 108 people were also "filled with the Holy Ghost" even though
they did not speak in tongues.  There is only "ONE BAPTISM" (Eph. 4:5) that
places the  believer into the Body of Christ (1 Cor. 12:13), and the Body of
Christ begins right here in Acts chapter 2.
No person in the Bible  was ever commanded to speak in "unknown tongues," nor
is it said that tongues had to accompany those who are baptized by the Holy
Ghost.  Acts 2 has NOTHING TO DO WITH UNKNOWN TONGUES!
"And they were all filled with the Holy Ghost, and began to speak with other
tongues, as the Spirit gave them utterance." (Acts 2:4).
Then what happened? We find that all the Jews of the dispersion from every
nation had been gathered.  And while "this was noised abroad, the multitude
came together, and were confounded, because that every man heard them speak
in his "OWN LANGUAGE" (Acts 2:6).
We can certainly see they weren't confounded by hearing unintelligible
babbling, but were confounded because they heard those men speak in their
own language.  The Scriptures relate this truth:
"and they were all amazed and marvelled, saying one to another, Behold, are
not all these which speak Galileans?  And how hear we every man in "OUR OWN
TONGUE, wherein we were born" (Acts 2:7-8)
Now, Acts 2:12-13,
"and they were amazed, and were in doubt, saying one to another, What
meaneth this?  Others mocking said, These men are full of new wine."
Why would they be mocking these men if they understood what they were saying?
They didn't understand the other languages! To some, yes, it was
unintelligible  babbling.  However, they DID KNOW what was spoken in their
OWN LANGUAGE!
Up above I had mentioned only the apostles got the gift of tongues and
not the other 108.  So your question might be, "How do you know that
when it doesn't say such a thing?"  Well, you can't tell me they did,
because it doesn't say so.  However, there is  proof for the disciples (and
more proof that they "all" couldn't have had the gift, which see 1 Cor. 14
coming up in a few moments) for the Bible says,
"But Peter, standing up with the ELEVEN,"
It doesn't say 120 people stood up and spoke in tongues.
In Acts 2 there is nothing about unknown tongues; they were speaking in
KNOWN LANGUAGES.  When God wants to speak to you, He will do it in your own
language so you will understand.   When 2 Samuel 23:2 states, "The Spirit of
the Lords' spake by me, and his word was in my tongue," it means the Lord
spoke to him in the language he knew, just as Lord's speaks to me in the
language I know, English.  Pick up any King James Bible and you will see for
yourself.
We immediately know from Acts 2 that tongues involves languages, and we can
find this truth also stated in the Old Testament.  "By these were the isles
of the Gentiles divided in their lands; every one after his tongue, after
their families, in their nations....These are the sons of Ham, after their
families, after their tongues, in their countries, and their nations"
(Genesis 10:5,20).
However, let's dig a little deeper and observe from the Bible how the word
tongue is used.
1) Consider the "physical tongue." Mark 7:33-35
2) We have the term "other tongues."  Most naturally this means other
languages.  (Acts 2:4-11).
3) We have the term "new tongues." This means languages a person does not
know.  He never learned it, but he speaks it.(Mark 16:17).
4) Then there is "cloven tongues like as of fire."  It wasn't fire, but
"like as" of fire. "Like" and "as" are the key words for understanding
anything that cannot be seen.  (Acts 2:3).
5) There's the term "with tongues." This means the languages are understood.
Peter and Paul knew people were magnifying God. Acts 10:44-46; Acts 19:4-6).
