The issue is that the Army does not have enough men soldiers to use
them exclusively for the type of support units that occasionally get
shot at.
The changes contemplated are mostly paper changes. The reality is
that the contract that the army signs with women recruits commits the
army to not put them into fighting-infantry units even if there is an
emergency. Guys have no such promise and can be tossed into the fray
regardless of their normal job.
