Yes and no. Apparently the new version has broken multiplayer and they
recommend you use an older version for multiplayer. My version is not upto date
 so I might be OK but I have not tried multiplayer.

Acording to the wiki someone needs to run "eduke32 -server" and
those who want
to join run "eduke32 -connect .
