 Why? Once everyone has insurance, that one disappears as a
 problem.

 If a heterosexual marriage ends by the death of a spouse, the
 person remarries after 5 years say, that spouse dies 5 years
 later, the person remarries after another 5 years, that's 5 more
 years before the person can sponsor another spouse.
