I have 4 OS/2 machines, all running Warp 3, various levels of fixpack, 17 to 
the latest. I have the Warp 4 CD here but not yet had time (or the real need) 
to install it yet...

Thats odd, I have only ever seen it once myself when I was playing with a DNS 
on a local network, normally its not a problem. One thing that may be useful, 
I ALWAYS include all my local network in the HOSTS file and set it to be 
searched first. Perhaps that is helping resolve the problem...
