FN_SYSOP has always been for fidonet system operators only... ever since it was
first created... that's the reason why it has its name in the first place... if
someone is a fidonet nodelisted sysop, they can have access... if they drop
their nodelisting, the access should be removed... if they never were a fidonet
nodelisted sysop, they should never be able to read or write in the echo... all
this regardless of what some twunts are trying to say today...
