Here's what George said in his original post:

Now, I don't know about you, but to me "notified... to report in"
indicates that he meant they received their draft notice.

From what George says now, it was merely an invitation to come down to the
local recruiting office.

No "mind reading" needed. George got caught making an unsupported
claim and is now backpedalling.
