Does Juno's modem setup routine find a modem that it thinks is what he
has installed?  Does Windows "find" that particular modem?  Is this an
old installation, or did he just buy a generic modem?  Is this Windows 95
or Win 3.1x?
I would drop back and NOT try and tinker with modem strings if that is what
you are doing.  Try different modems from the pick list Juno shows.  If you
want to send an init string, just send ATZ for a test on each you try.
