Some employers will in order to get labor peace. The auto workers, for instance, are (in)famous for shoddy work - especially on Mondays when they're hung over and Fridays when they're expecting the weekend off. Most auto assembly plants, for instance, have a crew at the end of the line that inspects and fixes mistakes. In 1976 I bought a brand new Dodge Aspen. I was quite happy with it until the bolt fell out of the brake linkage about two weeks after I took delivery, nobody had bothered to put a nut on it and none of the inspections noticed it was miossing. Fortunately I was doing about five mph in a parking lot at the time.
