If memory serves folks on Guam can vote for POTUS and may have a representative
in the congress, I forget.  Anyhow US territories do not have senate representation.
While Jeff may be *on* Guam I don't think he's *from* Guam, most likely he's
in the Navy or AF and is stationed there.
