Federal law (and that of some states) has made it almost impossible to
get disruptive students out of the classroom if they were previously
designated "emotionally handicapped" (psycho). In New Jersey, a kid caught
carrying a gun in school can't be expelled if he's "emotionally handicapped",
and here in North Carolina a kid who's in the state's program for
"assaultive" (Willie M) kids is put into regular public school classrooms
without notifying the teacher or principal of what he is.
