If the new GSM network is run by a private company, I'm confident that
the peopel running the network will also be selling the phones for it.
In most parts of the world I'm familiar with (and India is one I am NOT
familiar with), the cellular service companies usually provide phones at
a highly discounted price (sometimes even free) in exchange for signing
a service contract for a year or two. I would suggest contacting the new
cellular company as the best starting point in such a search.
But be advised, GSM is a European digital standard. Few (if any)
carriers in North America or Eastern Asia are using it. CDMA or TDMA
seem to be the most common. Therefore, it's doubtful you'd have much
luck getting a GSM phone from any country that doesn't use the GSM
format.
